- A building is ready for manager outreach when it has a named contact candidate and no filing on record.
- Seed manager and entity contacts from DBPR and Sunbiz.
- Send association-specific upload links for budget, year-end financials, reserve study, insurance, and minutes.
- Track contact attempts before asking owners to do extra work.
Lane 2
Owner champion fallback
Recruit one verified owner when manager or board outreach stalls.

- Statewide tax roll mailing records, county property appraiser records, submitted owner packets.
- Acceptance
- A building is owner-ready when at least one owner contact has consent or has submitted a packet.
- Map unit-owner mailing records to each 25+ condo association.
- Send direct-mail requests with a condo-specific upload link.
- Ask owners to upload records or confirm access to the association website/app.

Professional referral network
Use people already around transactions and compliance to find document-capable insiders.

- Acceptance
- A partner channel is useful when it produces repeatable accepted filings across multiple associations.
- Invite professionals to submit packets with provenance.
- Capture submitter role and contact permission.
- Route every packet into review before it becomes canonical filing data.

Packet to AI-ingestible brain
Turn uploaded documents into structured filings with provenance and review state.
